Residents of Washington, DC lack any representation in the U.S. Congress. They have one delegate in the House who does not have voting power. Meanwhile, Congress can repeal any law the local DC Council passes and can, if it chooses, take over all governing responsibility. Back when DC was first established there was one person who cried out for the jurisdiction to have proper representation: Augustus Brevoort Woodward. He would later be known as the first chief justice of Michigan and the founder of the University of Michigan, but when he was younger, in 1801, he penned a number of essays for a local DC newspaper, the National Intelligencer, under the pseudonym Epaminondas, advocating for DC to have representation in Congress. Living contemporaneously with George Washington, Thomas Jefferson, and Alexander Hamilton, Woodward illuminates how DC's disenfranchisement has made a mockery of American democracy since the country's founding.
